In order to receive the Paraglider in Zelda: Tears of the Kingdom, you must find Purah at the Skyview Tower in Lookout Landing after encountering Captain Hoz during the Crisis at Hyrule Castle main quest.
Purah will be waiting where you last left her with Josha. After speaking to her, you can either explore the emergency shelter or proceed directly to the Skyview Tower and speak with her again.
Following a brief cutscene, inspect the nearby console and, after another interaction with Purah, she will hand over the Paraglider.
Next, step onto the glowing blue circle located at the top of the Skyview Tower to add Central Hyrule to your map.
After returning to solid ground, go back to the building that contains the telescope and talk to Purah once more.
This dialogue will trigger the Regional Phenomena main quest, which involves traveling throughout Hyrule to assist the Rito, Zora, Gorons, and Gerudo since you are now free to explore the land!
What you choose to do next in Zelda: Tears of the Kingdom is entirely your decision! Will you search for shrines, continue the main story, or uncover hidden secrets across the land?
