Step 1: Start the screenshot toolbar
There are many ways to start the screenshot toolbar:
Newer Chromebooks come with dedicated Screenshot keys (usually a rectangular inner circle located on the top row of the keyboard). Press this key to bring up the screenshot toolbar at the bottom of the screen.
If your Chromebook doesn't have this key, you can try using the Overview key (the top row of the keyboard, similar to having two vertical lines next to a rectangle). This key can display an overview of all open windows, but if you press Ctrl Shift and press this key at the same time, the screenshot toolbar will be displayed.
