However, before you can face it, you must complete the initial story events in Kasumidai and Dark Kasumidai. This includes helping Tae identify a spy within the military while in Kasumidai, then retrieving all eight lost pages from the document in the dark counterpart of the Capital’s government facility in Taisho 20.
Once you've gathered all eight pages of Sadakichi's missing report, return to the main area at the entrance of Dark Kasumidai to submit them once again as evidence. Yet just as you're about to begin a cutscene with Sadakichi, Nebiros crashes in to attack. Therefore, it's highly recommended that you visit the Dragon’s Fount before speaking to Sadakichi regarding the pages. If you need to save your progress or summon new demons via Victor in the Goumaden, now is the time to do so.

At this point in the game, Nebiros can be a quite difficult foe — it’s already level 37 when it charges toward Raidou — and this won't be the last time you encounter one during the course of the main story in Raidou Remastered: The Mystery of the Soulless Army. Given how few weaknesses it has, you’ll want to fully utilize its vulnerability to wind-based magic.
Whether by deploying Wind-aligned demons capable of powerful Zan spells (either autonomously or directly controlled via the menu), or by using Wind Sigil under Raidou's Summoner Skills configuration, prioritize throwing wind-elemental magic at Nebiros in this Episode Five miniboss battle.
Generally speaking, Nebiros absorbs minimal damage from physical attacks, so avoid using Force and Gun skills altogether here. Even without focusing on wind specifically, you should bring along demons with high Magic stats who can cast potent spells. By this stage, you also have access to all of Raidou's elemental Sword Skills, so use whichever ones suit your playstyle best.
That said, Nebiros will frequently summon additional allies during this miniboss fight in Raidou Remastered: The Mystery of the Soulless Army. Due to this irritating ability, it's wise to use multi-target magical attacks in this encounter. Spells starting with Ma- or those that belong to special elemental variations outside the standard Agi, Bufu, Zan, and Zio families are excellent choices. How To Beat Nebiros

This pattern continues throughout the fight, so multi-target attacks should be your primary offensive approach.
The zombies themselves are much more susceptible to physical attacks, so if you're able to activate and use your Devil's Bane during the Nebiros miniboss fight in Raidou Remastered: The Mystery of the Soulless Army, you can swiftly eliminate the current wave of undead enemies.
As previously mentioned, though, you should avoid using physical attacks against Nebiros, since it takes significantly less damage from such moves compared to magical skills.
One major difficulty in this fight is managing your MAG depletion, especially if your demons are using high-tier elemental spells or wide-area, three-directional versions. They will consume a lot of MAG over the course of the battle, so if you've unlocked the Magnetize skill through Sword Alchemy, this is an ideal opportunity to use it.
In terms of offense, aside from summoning undead minions, Nebiros also uses death magic skills during the battle. One such move is Mudo, which cuts your HP in half if caught in its area effect — assuming you haven’t learned Mudo yourself yet.
