Personally, I've experienced the unresponsive touchscreen issue on an iPad Pro 2018 model running iPadOS 15.1, and based on my experience, the problem didn't exist in earlier versions of the iPadOS software.
Since the issue is (temporarily) resolved following a hard restart, it suggests that it's either a bug, memory leak, or another software-related issue that should be addressed in a future iOS/iPadOS update. Therefore, make sure to install any upcoming iOS/iPadOS updates when they become available, as they are likely to fix the problem.
